office.com/setup365 – If the user wants to buy or remove licenses, then in the admin center you should go to the Billing and then click on Your products page. After this, in the Products tab, you have to find the subscription for the product you wish to buy or remove licenses. Now, you should choose the three dots i.e. more actions and then choose Buy licenses. If the users want to reduce the number of licenses, then at the top of the Buy licenses pane, you have to choose remove licenses. And if you wish to buy or remove licenses, then under New quantity in the Total licenses box, you have to input the total number of licenses which you want for this subscription. At the end, you have to choose Save button. read here
